  1. What are the Dates for proposals to be submitted?
    A: The Call for Proposal is open between 21st January 2013 and 20th February 2013. All proposals must be submitted online before 11.30 pm on 20th February 2013.
  2. How much is the grant amount for winners?
    A: Winning projects already working within the target States of Madhya Pradesh, Jharkhand and Chhattisgarh will receive USD 50,000 as a grant award. Projects operational in any other States and proposing to replicate or scale in these target States could receive up to USD 100,000 based on evaluating their proposed plan for scale & financial sustainability.
  3. Who can apply and what are the eligibility criteria for 2013 India Development Marketplace (2013 India DM)?
    A: All Registered Not-for-Profit and For-Profit Organizations are welcome to apply. Organizations/ projects led by women or working towards directly impacting the lives of women and the girl child are strongly encouraged to apply. Projects should be operational for at least 2 years in Madhya Pradesh, Chhattisgarh or Jharkhand and be able to demonstrate a track record of successful project implementation. Projects operational for 2 years in any other State – and proposing to replicate or scale in Madhya Pradesh, Chhattisgarh and Jharkhand are also invited to apply. These projects must demonstrate a track record of successful project implementation and an ability to replicate their model into more than one geographic region within India.
  4. We have a successful model that has been implemented in other states (but not in Chhattisgarh, Jharkhand and Madhya Pradesh) and we would want to replicate it in these 3 states. Are we eligible to apply for 2011 India DM?
    A: Yes, you are encouraged to apply for 2013 India DM, if you are willing to replicate the model in one of the 3 focus states with the grant funds.
  5. I am an individual but have a partner organization in one of the three states that is willing to scale the innovation, am I eligible to apply?
    A: Individual applicants without any affiliation to a registered organization are not eligible to apply. However the affiliated organization is eligible to apply.
  6. Can I apply as an individual social entrepreneur with a proprietorship business?
    A: Individuals and proprietorship businesses are not eligible to apply for the competitive grant.
  7. Can organizations registered outside of India apply?
    A: 2013 India DM is only open to organizations registered in India.
  8. Can an organization submit more than one proposal application?
    A: Yes, an organization is permitted to submit more than one project proposal, given that each model for which funding is being sought has no overlap with the other.
  9. Can I submit multiple proposals using the same email-id?
    A: One email-id can only be registered to submit only one project proposal. For each fresh proposal that you wish to submit you will have to register to the online proposal using a fresh email ID.
  10. What are the assessment criteria for 2013 India Development Marketplace (DM)?
    A: Proposals will be evaluated on four broad criteria –
    Social Impact – Providing low income, under served communities with greater access to goods, services, and/or income generation opportunities that will improve their standard of life and living.

    Organizational and Financial Sustainability – Enterprises that demonstrate a pathway to financial self- sufficiency through earned revenue, committed philanthropic capital or through public private partnerships with predictable Government funding.

    Growth Potential – Business model with the potential to replicate/ scale allowing the enterprise to attract follow-on growth capital funding and/or funds through strategic public and private partnerships.

    Innovation – Demonstrate the extent to which an innovative business model, technology, distribution model etc has been implemented resulting in lowering cost of delivery, enhancing affordability and access for end users.

  11. How would social impact be measured?
    A: The applicant organization will need to exemplify by presenting indicators already in use for measurement of social impact.
  12. What kind of impact should the project have already demonstrated to be considered for short listing at 2013 India DM?
    A: In the application form, applicants are required to indicate the current social impact. To the extent possible, metrics and indicators on how such impact is being measured need to be provided. Note: Indicators can either be quantitative (usually referring to a numerical amount, answering questions such as How much? or How many?) or qualitative (information regarding how people feel about an experience or what opinions they hold). In either case, indicators should be clear, discrete and measurable.
  13. How would financial sustainability of the project be measured?
    A: Proposals should demonstrate that the organization is on the pathway of financial self-sufficiency. To this end, applicants will need to provide a copy of the a) financial statements for the past 2 financial years, and b) a project plan with operating and financial forecasts for the next 3-5 years.
  14. Can we look for additional funding for the same project in the same period if our project-funding requirement is more than the grant amount?
    A: Yes. It is expected that the DM grant will constitute only a portion of the total budget for your scale requirements and that your organization is already planning for other sources of fundraising as necessary.
  15. If our project is not on ‘livelihoods’, can we still apply for 2013 India DM?
    A: The proposals must reflect the overall goal of improving the life and livelihoods of poor communities in at least one of the three target states. To be considered eligible, the proposals must clearly demonstrate how they are achieving this goal by either:

    a) Delivering infrastructure and/or a range of products and services to poor communities (e.g. energy, food, water, education, healthcare, financial services)
    OR
    b) Contributing to increased income mobility of low income groups by involving them either as employees, producers and/or business owners or consumers and/or clients (e.g. vocational training, livelihood support, agricultural productivity and supply chain, rural manufacturing and service jobs)

  16. Do the projects have to directly impact the livelihood of the community?
    A: The innovation has to either directly impact the livelihood of the community or enhance the scope for better livelihood.
  17. How can we apply for this grant competition-India Development Marketplace?

  18. What are the key dates for the competition?
    A: Launch of Call for Proposals: January 15, 2013. The call will remain open till February 20, 2013. Announcement of Winners at an Awards event in Bhopal: April 2013. Disbursal of grants, based on all necessary proposal submissions: June 2013. Acceleration support, capacity building and technical advisory support: April 2013 to June 2014.
  19. When is the last date for submission?
    The call will remain open till 11.30 pm on February 20, 2013.

  21. Is it possible to fill-up the form in parts since it is long?
    A: It is possible to fill-up the form in portions. The applicant can save the application form using the ‘Save’ button and come back and complete the form in the next login. However, it is advised to complete the form in one go whenever one is ready with all the details.
  22. How can we make changes to the application after submitting?
    A: Modification is possible only until you click on the submit button. It is not possible to make any changes once the application is finally submitted. It is suggested that you review your application once before finally submitting it.
  23. How can we submit our supporting documents?
    All supporting documents will need to be uploaded as required. Wherever a template is provided, the same needs to be downloaded and filled in before uploading.
  24. Can the application be posted/ couriered?
    A: No, applications are only accepted online through the specific online submission process.
  25. Can the application form be downloaded and emailed?
    A: No, the form cannot be emailed. The application can only be made through the online submission process.
  26. Will we receive a confirmation of submission and a feedback on our application?
    A: Once the application is submitted, the application screen will display a unique Proposal Number, along with the submission date and time. The applicant will also receive an email acknowledging the submission of the proposal and the proposal number. These may be used for future correspondence with the DM team. All applicants will know the outcome of their application by email. However, no personalized feedback will be given on the rejected applications. The decision of the assessors/jury in all these matters will be final.
  27. Will our application be viewable to the public?
    A: No. It will only be accessible to the DM program team including members of the World Bank Institute, IFC, Innovation Alchemy, Assessors and Jury members.
  28. Who will be judging entries?
    A: All applications will be thoroughly reviewed by an expert panel consisting of World Bank, IFC, investors and the development community across India and the world.
  29. Will I be notified if I have been shortlisted?
    A: The list of the 30 shortlisted proposals will be posted on the DM India website and the shortlisted applicants will also be contacted via email.
  30. Is FCRA is needed to apply for 2013 India Development Marketplace Competitive Grant?
    A: Please note that the grant funds received by winning organizations are FCRA exempt under the 2013 India DM. You may refer to the following Ministry of Home Affairs Link, which has a list of FCRA exempt institutions – http://mha.nic.in/fcra.htm. World Bank Group institutions are mentioned in the list above.

    Basically a start-up needs to use the grant for the costs of capacity building of community, mobilization etc. Then there is the technical, research and development cost for doing the innovation part. The third necessity is providing the market linkage to the producer groups. These are the 3 core things that social entrepreneurs [look for] and for these, funds are not available.
